Salary : $14,251.47 - $18,243.33 Monthly Location : Beaumont, CA Job Type: Full-Time Job Number: 25-11 Department: Community Development Opening Date: 02/14/2025 Closing Date: 3/14/2025 12:00 PM Pacific Summary Description Under general administrative direction, plans, directs, manages, and oversees the activities and operations of the Community Development Department including Planning, Building and Code Enforcement, and Fire Safety; coordinates assigned activities with other departments and outside agencies; makes recommendations to the City Council, Planning Commission and a variety of related boards and committees; participates as a member of the executive management team; and provides highly responsible and complex administrative support to the City Manager. Representative Duties Assumes full management responsibility for all Community Development Department services and activities including Planning, Building and Code Enforcement and Fire Safety. Manages the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures. Establishes, within City policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly. Assesses and monitors work load, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes. Plans, directs, and coordinates, through subordinate level staff, the Community Development Department's work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems. Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures. Oversees and participates in the development and administration of the department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary. Plans, directs, and reviews current and advanced planning activities including reviewing the work of staff to ensure compliance with applicable federal, state, and local laws, codes and regulations, including the California Environmental Quality Act (C.E.Q.A.) and the National Environmental Protection Act (N.E.P.A.). Supervises the work of professional planning and engineering consultants retained for the development of plans, specifications, studies, and reports. Supervises staff engaged in review of permit applications and plans for compliance with applicable ordinances, and coordinates with code enforcement. Supervises the interpretation of the City's zoning ordinance by department personnel. Drafts ordinance amendments for the zoning ordinance, subdivision ordinance, and Building Code Updates. Manages the evaluation and processing of all development review and zoning applications; reviews subdivisions, special use permits and large development applications. Meets with and advises developers and the general public regarding complex applications and processes. Schedules public hearings before the City Planning Commission and City Council. Oversees, reviews, and negotiates on behalf of the City for land development proposals including site design and environmental review. Manages Community Development Block Grant (CDBG) and Geographic Information System (GIS) activities. Manages the Multiple Species Habitat Conservation Plan(MSHCP) reporting, audits, training, and implementation. Provides staff assistance to the City Manager, City Council, Planning Commission, other boards and commissions, other department heads, and civic groups in matters involving planning, zoning, and enforcement; prepares and presents staff reports and other necessary correspondence. Represents the Community Development Department to other departments, elected officials, and outside agencies; coordinates assigned activities with those of other departments and outside agencies and organizations. Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues. Participates on a variety of boards, commissions, and committees. Attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields of planning, building and code enforcement, and fire safety; incorporates new developments as appropriate. Responds to requests for information from the public, City departments and outside agencies; responds to and resolves difficult and sensitive planning, zoning, building, environmental, and administrative policy questions. Qualifications Knowledge of: Operations, services and activities of a comprehensive Community Development Department including planning, building, and code enforcement and fire safety development, and related programs and functional areas. Advanced principles and practices of program development and administration. Modern principles, practices and techniques of community development administration, organization, and operation. Principles and practices of land use planning and development. Development review procedures and requirements. Recent developments, current literature, and informational sources in the field of planning and zoning. Principles and practices of municipal budget preparation and administration. Principles of supervision, training, and performance evaluation. Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases. Pertinent federal, state, and local laws, codes, and regulations. Ability to: Manage and direct a comprehensive community development program. Develop and administer departmental goals, objectives, and procedures. Analyze and assess programs, policies, and operational needs and make appropriate adjustments. Identify and respond to sensitive community and organizational issues, concerns, and needs. Plan, organize, direct, and coordinate the work of lower level staff. Provide highly complex and responsible staff support to the Planning Commission, the City Council, and other boards, commissions, and committees as assigned. Delegate authority and responsibility. Select, supervise, train, and evaluate staff. Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Research, analyze, and evaluate new service delivery methods and techniques. Prepare clear and concise administrative and financial reports. Prepare and administer large and complex budgets. Interpret and apply applicable federal, state, and local policies, laws, and regulations. Operate office equipment including computers and supporting word processing, spreadsheet, and database applications. Understand and adhere to City policies, procedures, rules and regulations. Possess effective interpersonal skills, using tact, patience and courtesy. Use sound professional judgment. Perform routine multi-tasking functions. Understand and work within the course and scope of duties, authority and responsibilities. Operate a variety of communications equipment, including copy machines, telephones, fax, email, Internet and other various computer systems. Prepare and type clear, concise, and comprehensive reports, forms, memorandums, correspondence, and records using correct sentence structure, grammar, and spelling. Relate effectively to people of a variety of cultures, languages, disabling conditions and socioeconomic situations. Experience, Education and Licenses Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education/Training: A Bachelor's degree from an accredited college or university with major course work in urban or regional planning, environmental planning, public administration, business administration, or related field. A Master's degree is desirable. Experience: Eight years of broad and extensive experience in urban planning, building, community development or related experience including three years of management and administrative responsibility. License or Certificate: Must possess a valid California Class C Driver's License and maintain possession of such license during the course of employment.
